Electrical Service Upgrade
Electrical service upgrade work in South Florida: weatherhead, mast, meter can, service conductors, main disconnect, grounding and bonding, corrosion.
The electrical service entrance is the chain of equipment that brings power from the utility into your building: the weatherhead, the mast or riser, the meter can, the service conductors, the main disconnect, and the grounding and bonding that ties it all to earth. An electrical service upgrade replaces that chain. It is different work from swapping a breaker panel, and it is the part of a home's electrical system that ages fastest in a coastal climate.
We are called out for service entrance work in three situations: something failed, something rusted through, or somebody with authority told the owner it had to be fixed. That third category covers insurance carriers, home inspectors at closing, and the power company itself. All three lead to the same question, which is what exactly has to be replaced and who is responsible for which piece.
Where the utility stops and your equipment starts
This is the first thing to get straight, because it determines who pays and who can legally touch what.
On an overhead service, the utility owns the wires running from the pole to your house and the splice where those wires connect to yours. Everything from that splice down belongs to the property owner: the weatherhead, the mast or riser, the point of attachment hardware on the building, the service entrance conductors, the meter can, and everything past it. The meter itself is the utility's property, sitting in a socket that is yours.
On an underground service, the split depends on how the neighborhood was built. In many South Florida subdivisions the utility owns the lateral from the transformer to the meter and maintains it. In others the lateral is customer owned, meaning the conduit and conductors underground are yours to repair. The conduit riser coming up out of the ground into the meter can is almost always yours either way.
The practical consequence: when a tree takes down the wires between the pole and your house, the utility restores them at no cost to you. When the same storm bends the mast on your wall or pulls the attachment out of the fascia, that repair is yours, and the utility will not reconnect until it is done.
The pieces of a service entrance, one at a time
Weatherhead
The fitting at the top of the mast where the conductors exit. It is shaped and positioned so that water running down the wires drips off before reaching the opening. Cracked insulators, missing bushings, and conductors that have lost their insulation to sun and salt are the failures we find here. A weatherhead sitting lower than the point of attachment defeats the whole arrangement, because water follows the wire straight into the mast.
Mast or riser
The rigid conduit carrying the service conductors up the wall and, on many houses, through the roof overhang. The mast has to be mechanically strong enough to take the sideways pull of the utility drop without deflecting, which is why the section above the roof is limited in height unless it is braced or guyed. Where it passes through the roof it needs a proper flashing and seal, and in a climate that gets sideways rain for months at a time, that seal is not optional.
Point of attachment and clearances
The utility drop attaches to the building at a fitting rated for the load. From there, the conductors have to maintain minimum heights above the ground, above driveways, above roofs they cross, and away from windows, doors, porches, and pool decks. A pool built after the service was installed can put the drop out of compliance without anyone touching a wire. Same with a room addition, an awning, or a raised deck.
Meter can
The socket that holds the utility meter. Inside are the jaws that grip the meter blades, and lugs where the line and load conductors terminate. It is a sealed piece of equipment: the utility's seal is on it, and cutting that seal is not something a property owner should ever do.
Service entrance conductors
The conductors between the weatherhead or lateral and the service disconnect. They are unprotected by any overcurrent device on the customer side, which is precisely why the rules limit how far they can run inside a building before reaching a disconnect. The requirement is that they reach the service disconnecting means as close as practicable to where they enter the structure. A service cable that runs thirty feet through an attic to reach a panel in a hallway closet is a defect that gets written up on inspection, and it is one we correct regularly on older homes.
Main disconnect
The single means of shutting the whole building down. It has to be readily accessible, clearly marked, and located where a firefighter can find it. Its rating establishes the size of your service. Working space in front of it is a code requirement that gets violated constantly by landscaping, storage sheds, and air conditioning condensers installed too close to the wall.
Grounding electrode system and bonding
The rods, plates, or concrete encased electrodes in the earth, the conductor connecting them to the service, the main bonding jumper inside the service equipment, and the bonds to metallic water and gas piping. This system does two jobs: it stabilizes the voltage on the system relative to earth, and it gives fault current a reliable low impedance path back to the source so the overcurrent device operates. When it is corroded through or was never fully installed, nothing announces the problem until the day it matters.
What salt air does to service equipment
A house three blocks from the beach in Hollywood, Hallandale, or Golden Beach lives in a corrosion chamber. Salt aerosol settles on everything, humidity keeps it wet, and the equipment on your exterior wall is in the path of all of it.
Here is what actually fails:
- The bottom of the meter can rusts out first, because that is where moisture collects. We see cans where the lower half of the enclosure has turned to flakes while the front cover still looks presentable from the street.
- Dissimilar metals corrode at the contact point. A copper conductor landed in a steel or aluminum lug without the right hardware, or a stainless screw into a painted steel enclosure, sets up galvanic corrosion that eats the joint.
- Meter jaws lose tension. Corroded, overheated jaws stop gripping the meter blades, resistance climbs, and you get heat where there should not be any. This is the source of the classic "one half of my house flickers" complaint.
- Grounding clamps disappear. Clamps at the ground rod sit in wet, salty, fertilized soil. Unlisted or non direct-burial-rated clamps corrode away in a few years and leave a grounding conductor connected to nothing.
- Holes in the top of enclosures. Rain-tight exterior equipment is not permitted to have openings made in the top, and every one we find has water damage below it. It is a shortcut that guarantees a failed service in a decade.
When we replace service entrance equipment near the water, we specify accordingly: enclosures rated for wet outdoor locations, corrosion resistant hardware, listed direct burial ground clamps, weep holes at the bottom of the enclosure, and every conduit entry sealed and fitted properly. It costs a little more up front and it is the difference between equipment that lasts and equipment we come back to.
Rusted meter cans and the signs of a failing service
Some symptoms of a failing service entrance are subtle and some are urgent. Learn the urgent ones.
Call immediately if you see any of these:
- Lights that dim in one part of the house while lights in another part get brighter. That pattern points to a failing neutral, and it puts full line voltage across equipment designed for half of it. It destroys electronics and it is a genuine hazard.
- Buzzing, crackling, or a burning smell at the meter or main disconnect.
- Visible scorching, melted plastic, or smoke staining around the meter can.
- Rust streaks running down the wall from the bottom of the meter or a can you can put a screwdriver through.
- A mast that has visibly tilted, or a drop hanging noticeably lower than it used to.
- The main breaker feels hot to the touch or trips without an obvious cause.
Do not open the meter can and do not attempt to tighten anything inside service equipment. The conductors on the line side of your main breaker are energized even with the main switched off, and there is no breaker in your house that turns them off. This is one of the genuinely dangerous places in a residential electrical system, and it is why we treat service entrance failures as emergency work. Every storm season we replace masts. The pattern is predictable: wind loads the drop, the drop loads the mast, and something gives. Sometimes it is the mast itself bending at the roof line. Sometimes it is the attachment hardware pulling out of a fascia board that was rotted before the storm arrived. Sometimes a limb comes down across the drop and rips the whole assembly off the wall, taking a section of soffit with it.
What to do:
- Stay away from any wire on or near the ground. Assume it is live. Keep children and pets inside and call the utility to report it.
- Do not let anyone reattach the drop to damaged hardware as a temporary measure. That is how people get hurt after the storm has passed.
- Photograph everything before repairs begin, because your insurer will want documentation of the damage.
The repair sequence is worth understanding. The utility will not restore service to a building whose service entrance is damaged. We replace the mast, weatherhead, attachment hardware, conductors, and whatever else the storm took, pull the permit, get the inspection, and the inspection release is what authorizes the utility to reconnect. In a widespread outage that sequence takes as long as it takes, because the inspectors and the utility crews are handling the whole county. When the utility makes you fix your side first
Power companies do disconnect customers over unsafe service equipment. It is not common, but it happens, and homeowners are often blindsided by it.
The trigger is usually a meter reader, a lineman, or a crew doing unrelated work noticing something: a meter can hanging off the wall, exposed conductors, a burned socket, a mast that has separated, or evidence of tampering. The utility pulls the meter or disconnects the drop and leaves a tag identifying the equipment as customer owned and unsafe.
From that point the path back to power is fixed:
- An electrical contractor evaluates the failure and pulls a permit for the repair or replacement.
- The work is performed, which on a failed meter can or mast usually means replacing the entire service entrance rather than patching one component.
- The building department inspects and issues a release.
- The utility reconnects and sets the meter.
There is no way to shortcut this, and anyone who offers to "just get you back on" without a permit is exposing you to a disconnection you cannot appeal and to a liability problem if anything happens later. Insurance carriers, four point inspections, and closings
Florida insurers underwrite older homes using a four point inspection covering roof, plumbing, HVAC, and electrical. The electrical section is where a lot of policies get declined, and the service entrance is a big part of it.
The items that reliably cause trouble:
- A service the inspector considers undersized for the home.
- Obsolete or recalled panel equipment, including the brands with known breaker failure histories.
- Cloth insulated branch wiring, knob and tube remnants, or aluminum branch circuit wiring in the living areas.
- A corroded or damaged meter can, mast, or service conductors.
- Missing or unverifiable grounding, no main bonding jumper, or the absence of an accessible main disconnect.
- Double tapped breakers and open knockouts, which read as amateur work even when the rest of the system is fine.
Replacing the service entrance clears most of these in one job, and the closed permit is the documentation the carrier or the buyer's agent wants to see. On the sale side, a lender or a buyer's inspector flagging the service is a common reason a closing stalls. Doing the work properly and getting it inspected turns an open issue into a line item on the disclosure. Replacing the service entrance without changing the amperage
Not every service entrance job is a capacity upgrade. Plenty of houses have a service that is adequately sized and equipment that has simply reached the end of its life. Replacing a rusted meter can, a corroded mast, and deteriorated service conductors at the same ampacity is a legitimate scope, and it is a smaller job than adding capacity.
It is still permitted work, it still requires a utility disconnect and reconnect, and it still requires an inspection release. What changes is that the panel may stay, the branch circuits are untouched, and the conductor sizes match what is already there.
Worth knowing: if the load calculation shows you are close to your limit, this is the moment to increase capacity, because the labor, the outage, the permit, and the utility coordination are already being spent. Going from a repair to an upgrade at this stage costs a fraction of doing the upgrade separately in two years. Overhead to underground conversions
Some owners take the opportunity to bury the service. The appeal is obvious in storm country: no drop to come down, no mast to bend, no wires over the driveway, and a cleaner looking house.
What it involves is a trench from the utility's transformer or pole to your meter location, conduit at the required depth, a riser at each end, coordination with the utility on who supplies and installs the conductors, and restoration of everything the trench crossed. Driveways, pool decks, mature landscaping, and irrigation systems all add scope. The utility also has to be willing and able to serve you underground from where their equipment currently sits, which is not automatic on a street built for overhead distribution.
It is a bigger job than an in-kind replacement and it is worth doing when the property circumstances support it. We will lay out the trench route and the restoration honestly before you decide.
What we evaluate on site
A service entrance quote comes from looking at the actual building. We check the condition of the mast, weatherhead, and attachment; the meter can inside and out where it can be safely observed; conductor insulation condition; the disconnect location and how far the service conductors travel inside the structure; the grounding electrodes and every clamp we can find; the bonding at water and gas piping; the wall construction where equipment is mounted; clearances over yards, drives, roofs, and pool areas; and the panel itself, since a failing service and a failing electrical panel often show up together.
Cost drivers on this work include whether the equipment location moves, whether the wall is concrete block requiring core drilling and stucco repair, the length of the service conductor run, whether the service is overhead or underground, the amount of utility involvement required, and the condition of the grounding system. A service entrance rarely fails without warning. Rust streaks, a warm meter can, flickering that comes and goes, and a mast that has started to lean are all telling you something months before the failure. Acting on that warning turns an emergency into a scheduled job you can plan around.
