A breaker's entire job is to open the circuit when it senses an overload or a short, and a breaker that doesn't do that reliably defeats the purpose of having one there at all.
With Zinsco panels specifically, the breaker connection points inside the panel are prone to overheating and can fuse to the bus bar over time, which sometimes means a breaker looks like it's tripped when it hasn't actually interrupted the circuit. Federal Pacific panels have their own history of breakers testing as defective at rates well above what would be expected from properly functioning equipment. We treat an audibly buzzing panel as something to address promptly rather than something to monitor and revisit later.
Rust and corrosion inside a panel usually trace back to moisture intrusion, whether from a roof leak above the panel, condensation, or, in coastal areas, salt-laden humid air working on the metal enclosure and its internal hardware over years. Rust on breakers, bus bars, or the panel's mounting hardware weakens connections and creates resistance that generates heat under load. A panel showing visible rust, especially anywhere near the breakers themselves, needs a hands-on evaluation rather than a guess from a photo.
Panels mounted outdoors, common on many South Florida homes, take the brunt of this exposure directly, especially properties within a few miles of the coast. A panel enclosure that's rusting through on the outside is usually further along on the inside than it looks from the street, since the interior components take longer to show visible corrosion even after moisture has already started affecting them.
