Build-out electrical work is different from a service call because the sequencing matters as much as the electrical work itself. Rough-in has to happen before walls close, trim has to wait until finishes go in, and every stage depends on other trades hitting their own milestones. This page covers how that process actually runs.

What a Tenant Build-Out Actually Involves

A tenant build-out takes a shell space, or a space left behind by a previous tenant, and turns it into a finished, code-compliant space for a new business. The electrical scope typically includes new panels or circuits if the existing service is not adequate, rough wiring for lighting, receptacles and equipment before walls and ceilings close up, and trim work, installing devices, fixtures and covers, once finishes are in place. Depending on the tenant's use, it can also include specialized circuits for kitchen equipment, dedicated data and power infrastructure, signage circuits, or three-phase equipment.

The scope of electrical work in a build-out varies enormously depending on what the space was before and what it is becoming. A restaurant moving into a former restaurant space often reuses much of the existing electrical infrastructure. A restaurant moving into a former retail space usually needs substantial new electrical work to support kitchen equipment that space was never designed for. We assess the existing conditions early, because that assessment shapes the entire scope and budget for the project.

Timing matters here too. The earlier we get involved in a build-out, ideally during lease negotiation or early design rather than after a lease is signed and a fixed opening date is already committed to, the more chance we have to identify capacity problems or existing condition surprises while there is still room to plan around them. A build-out where the electrical assessment happens only once construction is already underway is a build-out where problems get discovered at the worst possible time to deal with them.

Working From Drawings and Engineered Plans

Most build-outs of any real size come with a set of drawings, architectural plans showing the layout, and often an engineered electrical plan showing circuit routing, panel schedules and equipment locations. We work from those plans as the baseline for the electrical scope, and part of our job early in a project is reviewing the plans for anything that does not match what actually exists in the space, or anything that looks like it will not work once we get into the walls.

Plans are not always perfect, especially on a renovation where the existing conditions were not fully documented before the drawings were produced. Coordinating With the General Contractor

On most build-outs, we work as a subcontractor to a general contractor who is managing the overall project and coordinating every trade involved. That relationship works best when communication runs directly and regularly, not through a chain of messages that lose detail with each handoff. We attend project meetings when the schedule calls for it, communicate proactively when something upstream affects our sequence, and flag issues that could affect other trades as early as we identify them.

Electrical work touches almost every other trade on a build-out in some way. Framing has to accommodate boxes and panel locations. HVAC needs power coordinated for units and controls. Plumbing sometimes needs power for water heaters or pumps. Low-voltage and data cabling often runs through the same pathways as electrical conduit. We plan our sequence with those dependencies in mind, and we tell a general contractor early if something in our scope is going to affect theirs, rather than surfacing a conflict once it has already caused a delay.

Coordinating With the Landlord and Base Building Systems

Landlords typically retain responsibility for and control over base building electrical systems, the main service, meter room, and any shared infrastructure, even when a tenant is paying for the build-out inside their own space. That means tenant electrical work sometimes needs landlord approval before it starts, particularly anything that ties into base building panels or affects capacity shared with other tenants.

We identify early in a project which parts of the electrical scope touch base building systems and which are entirely within the tenant's own space, since that distinction determines whose approval is needed and who bears responsibility for that portion of the work. Getting landlord sign-off on base building connections before work starts avoids a stop-work situation partway through a project, which is one of the more disruptive and expensive things that can happen to a build-out timeline.

Rough-In Stage

Rough-in is the phase where conduit, wiring, boxes and panels go in before walls, ceilings and floors close up around them. This is the stage where the electrical layout gets locked in, and it is the point in the project where changes are still relatively easy and inexpensive to make compared to after finishes are installed. We walk the rough-in layout with the tenant or general contractor before closing anything up, confirming device locations, switch placement and equipment circuit locations match what the space actually needs.

Rough-in inspections typically happen at this stage, before the space is closed up, since an inspector needs to see the wiring and connections that will not be visible once drywall and ceiling finishes go in. We schedule that inspection as soon as rough-in is complete and coordinate with the general contractor so other trades are not held up waiting on an inspection result before they can proceed with their own closing-up work.

Trim and Finish Stage

Trim work happens once finishes, drywall, flooring, ceiling tile, are in place. This is when devices get installed into their boxes, fixtures get hung and connected, panels get their final covers and labels, and the electrical system in the space becomes visibly finished rather than a collection of boxes and conduit. Trim is also when problems from earlier stages sometimes surface, a box that ended up in the wrong location relative to a finished wall, a fixture that does not fit the ceiling grid as planned, and resolving those requires coordination with whichever trade is responsible for the conflicting element.

We test every circuit during trim, not just at final inspection, confirming devices work correctly, GFCI protection functions where required, and lighting controls operate as designed before the tenant ever sees the finished space. Inspections During a Build-Out

Build-outs typically go through more than one electrical inspection: a rough-in inspection before walls close, and a final inspection once the space is complete and ready for occupancy. Some jurisdictions and some scopes require additional inspections along the way depending on the complexity of the project. A failed inspection is not unusual on a complex build-out and is not something to panic over, but it does need to be handled promptly, since most projects are working against a lease commencement date or an opening date that does not move just because an inspection turned up an item to correct. We prioritize getting any inspection correction addressed and the re-inspection scheduled as quickly as the correction itself allows.

Keeping accurate records throughout the process matters here as much as the work itself. We track what has been inspected and approved at each stage, since a tenant or landlord later dealing with a lease question, an insurance review, or a future renovation benefits from a clean, documented permit and inspection history rather than having to reconstruct what was actually done and approved years after the fact.

Timeline Realities and Sequencing

Electrical work on a build-out cannot happen in isolation from every other trade, and the honest reality of a build-out schedule is that our work depends on other trades finishing their parts on time, just as other trades depend on us. Rough-in cannot start until framing is far enough along to know where walls and ceilings will actually be. Trim cannot happen until finishes are installed. A delay anywhere in that chain pushes everything behind it.

We give realistic timelines based on the scope of electrical work involved and communicate clearly when something upstream, a permit delay, a design change, another trade running behind, affects our own schedule. We do not promise a specific completion date independent of the rest of the project, because doing so would be dishonest about how interconnected a build-out schedule actually is. Existing Conditions in Older Buildings

A build-out inside a building constructed or last renovated decades ago comes with electrical infrastructure that was never designed for a modern tenant's load, and sometimes with undocumented modifications left by previous occupants. Before we finalize a scope, we assess what actually exists behind the walls and inside the panel, not just what a set of drawings or a previous tenant's lease documentation says should be there, because those two things frequently do not match in an older building that has changed hands several times.

Finding out early that a building's existing service cannot support a new tenant's planned equipment, before equipment is ordered and before a lease is finalized around an assumed opening date, gives everyone involved, tenant, landlord and general contractor, the chance to plan around it rather than discovering the gap partway through construction. Change Orders and Unforeseen Conditions

Even a well-planned build-out sometimes runs into something nobody could have known before opening up a wall or a ceiling, wiring that does not match what drawings indicated, structural elements in a location that conflicts with a planned conduit run, or equipment that arrives with different electrical specifications than what was originally provided. When that happens, we document what we found, explain the options clearly, and provide a scope for the additional work before proceeding, rather than simply doing extra work and explaining it after the fact.

We do not treat every discovery as an opportunity to expand scope unnecessarily. What Delays a Build-Out

Incomplete or inaccurate drawings that do not match existing conditions cause rework once we get into the space and find something different than what was shown on paper. Equipment ordered late, particularly specialized kitchen or manufacturing equipment with long lead times, holds up final circuit sizing and rough-in because we cannot finalize circuits for equipment whose specifications are not yet confirmed. Landlord approval delays for base building connections can stall a project even when the tenant's own space is ready to proceed.

Permit review timelines, which are outside anyone's direct control, can also affect a schedule, particularly for projects with a more complex scope like new service, three-phase power additions, or significant load increases that require more detailed plan review. What's in a Permit Set and What We Need From It

A complete electrical permit set typically includes a panel schedule showing every circuit and what it feeds, a one-line diagram showing how power flows from the service through distribution equipment to panels, a load calculation justifying that the service and panel sizes are adequate for the space's actual demand, and floor plans showing device, fixture, and equipment locations. For anything beyond a small, simple space, it should also include a life safety or egress plan showing exit signage and emergency lighting layout, since that gets reviewed alongside the general electrical scope.

We look for a few specific things when a permit set lands on our desk: whether the load calculation actually matches the equipment the tenant plans to install, whether the panel schedule reflects circuits that make sense for the space rather than a generic template, and whether anything on the drawings conflicts with what we can see of the existing building conditions. A permit set that is missing a load calculation, or that shows a panel schedule clearly copied from a different project, is a red flag we raise with the design team before rough-in starts, not something we quietly work around in the field.

Coordinating With Mechanical and Fire Alarm Trades

Mechanical equipment, rooftop units, condensing units, exhaust fans, and the controls that run them, needs power coordinated with the mechanical contractor on both timing and circuit specifics, since a mechanical unit's actual electrical requirements sometimes differ from what an early set of drawings assumed before equipment was finalized. We confirm nameplate data on mechanical equipment before finalizing those circuits, the same way we would for any other equipment-specific circuit, rather than wiring to a spec sheet that may have changed once the mechanical contractor settled on a specific unit.

Fire alarm coordination is its own separate piece, since fire alarm systems often interact with other building systems in ways that require electrical involvement beyond just powering the fire alarm panel itself. HVAC shutdown on alarm, elevator recall, and door release or unlock functions tied to a fire alarm event all typically require interlocks and control wiring coordinated between the fire alarm contractor and the electrical scope. We identify those interlock points early in a project and confirm with the fire alarm contractor which side of each connection is whose responsibility, since a gap in that coordination is exactly the kind of thing that surfaces as a failed inspection late in a project rather than something caught and fixed early.

Punch List and Closeout

The punch list stage happens after the electrical work is substantially complete but before final sign-off, and it is where the small remaining items get identified and corrected: a cover plate that does not sit flush, a labeled circuit that does not match the panel schedule, a fixture aimed slightly off from where the design intended.
