First Question: Whose Side of the Line Is It On

In a condominium the answer to that question decides who can authorize the repair, who has the keys, and who pays. It also decides what we can touch. So it is the first thing we sort out on the phone, and it is worth understanding before you call.

A quick way to tell which side you are on: if your neighbors on the same floor have the same problem, it is almost certainly the building. If you are the only one, it is probably you. One Unit Dark, Everyone Else Fine

This is the most common residential emergency in the city's towers and it is usually one of three things.

The unit's main breaker, or the breaker in the meter bank that feeds the unit, has tripped. In older Hallandale Beach buildings the meter bank breaker is in a locked room on the floor or in the garage, and residents cannot reach it. If your panel looks normal and every breaker is on but nothing works, that is where the fault likely is, and we need the manager or the building engineer to open the room.

The unit's panel has failed internally. Small panels in older units have been full for decades, often with tandem breakers stacked into positions never rated for them, and a bus connection finally overheats and lets go. The feeder from the meter bank to the unit has failed. Long feeders through a concrete building, sometimes with a splice in a junction box nobody remembers, can develop an open or a fault at the splice. When the failure is in common space, the stakes are different because the building's life safety systems are involved. Corridors and stairwells have emergency lighting that should come on from battery when normal power drops. Elevators in many towers are fed from a generator-backed panel and should return to a landing and open. Fire alarm panels have their own battery backup. For property managers and board members who get the call at home, this is the order we suggest before we arrive.

  • Confirm the scope. Is it one unit, one floor, one riser, the whole building, or the whole street? Look outside. If the buildings on either side are dark too, report it to Florida Power and Light through their outage reporting line or website before anything else.
  • Check the generator. If the building has one and the utility is out, did it start? Is it running? Is the transfer switch showing that it transferred? If it started and died, note the time and what it was carrying when it quit.
  • Walk the stairwells and corridors and note where the emergency lighting is dark. Take photographs.

Burning Smells and Buzzing in the Meter Room

Meter rooms in older Hallandale Beach towers are where the building's electrical age shows first. Aluminum feeder lugs installed in the 1970s that have never been re-torqued, meter socket jaws that have lost tension, and main breakers that have cycled thousands of times all fail the same way: resistance rises at the connection, the connection heats, the heat loosens it further, and one night it arcs.

We tell the board which of those it is, in writing, before we leave.

Generators That Started and Then Quit

Many buildings in Hallandale Beach have standby generators serving life safety loads, and some have larger units serving more of the building. After a utility outage, the emergency call is rarely that the generator did not start. It is that it started, ran for a while, and stopped, or that it is running and the loads it should be carrying are still dark.

The first case is usually fuel, cooling, or a low-oil shutdown, and a generator service company handles the engine. The second case is electrical and it is ours. The automatic transfer switch may have failed to transfer, which leaves the generator running into nothing. Storm Nights on the Barrier Island

Hallandale Beach is where Hurricane Katrina first came ashore in 2005, crossing the coast between the city and Aventura. Hurricane Irma in 2017 was forecast to track directly over the city before it turned toward the Gulf coast. A city of oceanfront towers on a narrow island with the Intracoastal behind it takes storms seriously, and the electrical emergencies after a storm are specific to that geography.

Water in Ground-Level Electrical Rooms

The most serious post-storm call we get from the city's towers is water in a meter room, a switchgear room, or a pump room at or below grade. Storm surge and wind-driven rain on the ocean side, and Intracoastal flooding on the west side of the island, put salt water into rooms that were built with the assumption they would stay dry.

Salt water in switchgear is not something that dries out. Breakers and panelboards that have been submerged are replaced, not cleaned, because the sediment and salt inside the mechanism will corrode contacts and prevent the breaker from tripping when it should. Meter sockets that were under water need replacement and the utility has to be involved. Transfer switches, motor starters, and fire pump controllers that were flooded are replaced. Conductors are evaluated by how they are insulated and whether water reached the interior of the cable.

The realistic goal on the first night after a flood is not restoration. It is making sure nothing gets energized that should not be, finding out what survived, and building a safe temporary path to the life safety loads if one exists. We will say plainly when a building cannot be safely re-energized until equipment is replaced, because re-energizing wet switchgear to get residents out of the heat is how a manageable problem becomes a fire and a lawsuit.

Balconies, Rooftops, and the Ocean Side

Wind and salt spray get into balcony fixtures, rooftop mechanical equipment, and the exterior lighting on the ocean-facing elevations. Unplug electronics if the lights are surging and dimming, because a voltage problem destroys equipment faster than an outage does. Do not reset a breaker that trips right back. Do not run an extension cord from a neighbor's unit through the corridor. Do not use candles in a tower with a working sprinkler system, and if the smoke alarm sounds, leave and take the stairs, not the elevator.

If the smell is coming from the corridor, from the meter room door, or from a trash chute room, that is not your unit and it is not a wait-and-see situation. Pull the fire alarm if you see smoke, call emergency services, and then call the manager.

Knowing When to Leave the Building

High-rise living changes the leave-or-stay calculation. In a house you can step into the yard. In a tower on the twentieth floor, leaving means the stairwell, and if the building is dark that stairwell is lit only by emergency fixtures that may or may not be working.

Leave your unit and use the stairs if you see smoke or flame anywhere, if the fire alarm sounds, or if you are told to by the building or by emergency responders. Stay put if the issue is a loss of power without smoke, smell, or sound, and let the building's staff and the electrician work. Then we isolate. We open the affected equipment, look for heat, arcing, and water, and split the circuit or the feeder into sections until the fault is between two test points. When we find it we make it safe, and then we restore what can be restored tonight.
