A small AC leakage into the water around a dock does not always trip a breaker, but it can create a voltage gradient in the water that a swimmer feels as a shock. If a customer tells us the water near the dock feels tingly, or a fish kill has shown up in that corner of the canal with no obvious cause, we treat that as worth a real investigation, not a shrug.
